perl: bad interpreter: permission denied

Hi everybody,
I am having issues with perl on Debian Lenny. I cannot run any of astpp cgi files without getting a message like
-bash: ./astpp-admin.cgi: /usr/bin/perl: bad interpreter: Permission denied
Perl's got the right permissions as well as the cgi file. I was getting errors similar to these http://www.astpp.org/?q=node/136 but after doing a similar solution they disappeared.
Please help me. All I get is a repeating 500 error and the above error in the log.

Perl Problems
Do you have selinux enabled? Does /usr/bin/perl exist? It sounds like it's installed elsewhere.
